National Information Technologies JSC in cooperation with the Ministry of Industry and Infrastructure Development and the Ministry of Digital Development, Innovations and Aerospace Industry launched the national system "Electronic Vehicle Passport" in pilot mode.

The electronic document will be issued for new and imported vehicles and at a request of owners for already registered vehicles. Digitalization of vehicle data makes it possible to track its lifecycle not only in our country, but also on the territory of the Eurasian Economic Union.

Electronic passports will contain a technical description of a vehicle, information about an owner, registration acts, restrictions and encumbrances, payments of disposal fee, customs restrictions and customs clearance, information about road accidents and undergone technical inspections.

Electronic passports will be issued by authorized bodies that are included into the single register of authorized bodies (organizations) of the member states of the Eurasian Economic Union and organizations that manufacture vehicles, self–propelled vehicles and other types of equipment that issue electronic vehicle passports.

The single register is formed and maintained by the Eurasian Economic Commission in electronic form based on the national parts of the single register. The national part of the single register of the Republic of Kazakhstan is formed and maintained by the authorized body (MIID RK) in the field of industry and industrial-innovative development.

It should be noted that electronic passports for vehicles that have already been registered and imported from third countries by individuals can only be issued by authorized bodies (organizations) that are included in the National Register of the Republic of Kazakhstan. Today, there are no organizations in the National Register that can issue electronic passports for registered vehicles. It should be noted that if the National Register does not contain the organizations which can issue electronic passports for registered vehicles, then issuance of electronic vehicle passports is temporary unavailable.

According to Rostislav Konyashkin, Chairman of the Board of National Information Technologies JSC, a digital document will reduce the number of fraudulent cases during the sale of vehicles. Thus, this ensures security and transparency of transactions for current and prospective car owners. "Thanks to verification with the EEU central database, it will be possible to identify duplicate VIN codes, which will prevent the population from buying troublesome vehicles" he said.

To date, 12 plants are participating in the pilot project, including importers, as well as domestic manufacturers who have the right to issue electronic passports for the vehicles they produce.

The vehicle passport will be valid throughout the period of a vehicle operation and any changes will be tracked by the system. The availability of reliable information on vehicles will make the process of selling or buying a vehicle safer for car owners throughout the territory of the EEU member states.
