Over three thousand fictitious technical inspection certificates will be canceled
Over three thousand technical inspection certificates which were issued with violation of technical inspection rules will be canceled. The violators will get an SMS from 1414 on the need to undergo technical inspection once more.
Based on the results of technical inspection certificates monitoring (period from July 4 to October 3, 2023) performed by the working commission, violations were detected on 3324 technical inspection certificates that have signs of a fictitious technical inspection in the form of photo editing (Figure – 1).
Thus, cancellation of such certificates is expected in the nearest future according to the amendments and additions made to the Rules for arranging and conducting mandatory vehicle technical inspection. Afterwards, a digital document will also not be displayed in the eGov Mobile application.
"As you know, since July 4, the Rules came into force containing the changes cancelling the fictitious technical inspection at the legislative level. Shortly, we will take measures to cancel technical inspection certificates issued with violations in cooperation with the Transport Committee. I want to believe that after such measures, our citizens will not "buy" technical inspection certificates, but will undergo a technical inspection honestly. First of all, it is the drivers, who are responsible for the safety and people's lifes on the road", said Rostislav Konyashkin, Chairman of the Board, National Information Technologies JSC.
At the moment, 820 technical inspection operators are connected to the "Technical Inspection" Unified Information System. The "Technical Inspection" UIS operator conducts unbiased monitoring of incoming data into the system at least twice a week, creates a working group from among industry associations and organizations in the field of transport, as well as with representatives of law-enforcement agencies.
Pursuant to the Order of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan as of April 20, 2023, NITEC JSC is defined as the Operator for the "Technical Inspection" Unified Information System ("Technical Inspection" UIS). Also, following the government decree, "Technical Inspection" UIS was included into the list of critical information and communication infrastructure facilities.
