e-Government in Kazakhstan: 11 years for the sake of citizens

11 years ago, on April 12, 2006, the e-Government portal eGov.kz was launched in Kazakhstan. Year after year, new services appear on the portal making easier the document obtainment procedure. Currently, over 700 services are rendered via the e-Government infrastructure.  Throughout this period, over 168 million services have been provided to citizens via eGov.

Obtaining public services electronically has, no doubt a number of great advantages. First and foremost, this is time saving, with no need to leave home or work to obtain a service from eGov. In 2014 for user’s convenience, the mobile eGov app was developed. Using the mobile app, you can get recorded in a clinic, check the debtors register when going abroad, and even submit e-application for marriage registration. Currently, the eGov mobile app rendered to citizens 83 types of public services, including payments. In early 2017, at the World  Government Summit, the eGov mobile app was awarded the “First World Govtechineers Race-2017” prize as the best and most advanced application.

Along with the service’s developing accessibility, the number of registered users has been increasing, and now it equals to over 6 million users. Moreover, upon implementation of Open Government, citizens have an opportunity to participate in public discussions of laws and regulations, draft budgets and assess the execution of budget programs. Besides, users can submit requests for publication and update of open datasetson Open Data Portal.

“A tremendous work was done to make everything operate as it is now. Basic infrastructure was created comprising a centralized database; a single gateway which integrates departmental systems at web services` level; the portal as a single access point to the infrastructure; the government Intranet and Certification Authority. Throughout all these years, a big team of specialists has been working on optimization and enhancement of public services delivery to citizens”, Alnur Yermagambetov, Chairman of the Board of NIT JSC, told. 

It should be mentioned that information databases of multiple government agencies (information holders) are used to deliver public services.  A citizen applies to e-Gov portal and the service result is processed through the enquiries to government agencies` information systems.
