Kazakhstani citizens can get power of attorney through eGov Mobile
The public service "Digital Notary" has been launched in Kazakhstan, which makes it possible to transfer the procedures for drawing up all types of notarized powers of attorney into an online format. The service is available in the "eNotary" section of eGov Mobile app.
The project was developed by the Ministry of Justice of the Republic of Kazakhstan in cooperation with the Ministry of Digital Development, Innovations and Aerospace Industry with participation of National Information Technologies JSC under the Order issued by the Head of State Kassym-Jomart Tokayev.
The following is needed to get a power of attorney:
- select "eNotary" service in the "Services" section;
- fill-in data and click "Order Service Online";
- sign the service using a short code or biometrics;
- grant access for a video call with a notary public;
- click "Go to Video Call" button and wait for response from a notary public.
Upon completion of a video call, a user has a capability to view the status of an application in the "Notarial Actions" section. One can check an officially certified power of attorney for authenticity by scanning QR code with video camera in the "Digital Documents" section of the eGov Mobile application.
A generated power of attorney will be available in the "Digital Documents" service and can be submitted at the place of demand. Later on, it is planned to transfer the capability of issuing an online power of attorney to the applications of second-tier banks.
"Implementation of the Digital Notary project enables to digitize the process of obtaining a power of attorney, as well as facilitate and increase convenience for citizens regardless of their location, including for citizens abroad. It will be enough to log in to eGov Mobile and make a video call to a notary public. Proper verification will be carried out through biometric identification and signing with digital signature," told Minister for Digital Development Bagdat Mussin.
It should be noted that previous year Kazakhstani citizens received more than 18 million services via eGov Mobile. Digital documents are particularly popular and have been used more than 7.5 million times over the previous year.
