Individuals and legal entities in Kazakhstan can obtain licenses for pharmaceutical activities using the e-License portal. An application can be submitted at any time, and the license registration process takes no more than 15 working days.

A pharmaceutical license is a mandatory document that grants an organization the right to operate in the pharmaceutical industry. It covers a wide range of activities, such as the manufacture of pharmaceuticals and medical devices, the wholesale and retail sale of pharmaceuticals and the production of pharmaceuticals. To get it, you should submit an application and fill-in a special form on the e-License portal, confirming compliance with the qualification requirements.

To get the service, the user needs to:

• log in to the elicense.kz portal and go to «Health» - «Licensing of activities» - «Pharmaceutical activities» section;
• select the required type of activity and click «Next» button;
• in the service datasheet, familiarize with the documents package and click «Order online service» button;
• select a licensor, fill-in the necessary information and pay the license fee;
• sign an application using a DS or QR code.

The cost of obtaining a license is 10 monthly calculation indices (MCI), and the license issuance takes 15 working days. The license renewal cost is 10% of the established rate and it takes only 3 working days to be issued.

It should be noted that in 2023, 906 permits for pharmaceutical activities were issued in Kazakhstan, and since the beginning of 2024, 691 documents have already been issued.

The new service was implemented thanks to the cooperation of the Public Services Committee of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan, National Information Technologies JSC and the Ministry of Health of the Republic of Kazakhstan.
