New service for those affected by nuclear tests at the Semipalatinsk test site available on eGov.kz Portal
Citizens, who lived on the territory of the Semipalatinsk test site in the period from 1949 to 1965, as well as from 1966 to 1990, can get payments from the state using a new service on the eGov.kz Portal.
Using the public service, citizens can get a certificate confirming the right to benefits and compensations. The new service is delivered free-of-charge and is available on the eGov.kz Portal since 2022. Since the launch of the service, 311 citizens have already applied for a certificate and compensation online.
A similar service is also delivered by CSCs and local executive bodies in Nur-Sultan, Almaty, Shymkent, districts and cities of regional significance.
In 2021, about 7 thousand people submitted their applications via CSCs in paper.
“Previously, the service was only delivered in paper via CSC. In cooperation with government agencies, we have transferred the service to an online format for the convenience of citizens. We believe that this is a crucial service for the residents of the Semipalatinsk region. Thanks to the work done by the NIT JSC team, the list of online public services increases every time” said Rostislav Konyashkin, Chairman of the Board, National Information Technologies JSC.
In order to get the service, you need to log in to eGov.kz Portal, on the homepage click "Social Security Provision" section, "Family Assistance" subsection and select the service. Afterwards, a user needs to:
- sign in on the Portal;
- order the service online ;
- fill in all the required fields;
- sign an application using digital signature or two-factor authentication.
If there is no data on the decision made by the commission, one can submit an application to get a duplicate certificate as well as application for assignment of one-time payment. To do this, one needs to select 2 and 3 at step 1 of the service.
If one does not have a national ID, it is possible to apply for national ID issuance and assignment of one-time payment. To do this, one needs to select 1 and 3 at step 1 of the service.

The public service delivery result is a notification that is generated within 20 working days and stored in a user's personal account. After receiving a notification, an applicant can get a certificate/duplicate certificate from the Employment and Social Programs Department at the place of residence.
The payment of one-time state monetary compensation will be made according to the schedule of compensation payments in the context of regions, cities of republican significance and the capital.
Note that payment is one-time only and it is not provided to those, who got it previously.
It should be reminded that pursuant to an applicable legislation as of December 18, 1992 No. 1787-XII, a one-time compensation is provided to affected citizens since 1993.
