Provision of draft deferment and exemption from conscription in proactive format
Now, the government offers Kazakhstani citizens to check their military service status in a proactive format without a single document. Information on draft deferment and exemption from conscription is provided within the requirements of the Law of the Republic of Kazakhstan "On Military Service and Status of Military Personnel".
Conscripts will receive a notification via SMS from 1414 about the conscription status. The notification is sent to the young men aged 18-27 listed in the state databases, who meet the requirements of the Law of the Republic of Kazakhstan "On Military Service".
The proactive service has been launched since March 1. Currently, notifications are sent on two statuses:
- Draft deferment;
- Exemption from conscription.
It is important to note that only those citizens who are registered in the Mobile Citizens Database will receive messages.
"Due to the joint efforts of MDDIAI of the Republic of Kazakhstan, Ministry of Defense of the Republic of Kazakhstan and NIT JSC, the service for provision of draft deferment and exemption from conscription has been transferred to a proactive format. Now, thanks to the capability, the conscripts know their status in advance. The proactive services are convenient as it is the government that offers the service which eliminates the need for a service recipient to gather documents. Thus, since March 1, 2023, 320 thousand conscripts have already received SMS from 1414" said Rostislav Konyashkin, Chairman of the Board, National Information Technologies JSC.
The service was launched thanks to the integration of "Smart Data Ukimet" information and analytical system operated by National Information Technologies JSC with databases of government agencies of the Republic of Kazakhstan, including the database of the Ministry of Defense of the Republic of Kazakhstan.
At the annual 5th International Digital Forum "Digital Almaty 2023", Jong-Sung Hwang, an international expert in the field of Big Data and President of the National Information Society Agency (NIA), which is the e-Government operator in South Korea, was highly impressed by the achievements and highlighted that "Smart Data Ukimet project is one of the best data-driven public services in the world".
