KAZAKHSTAN – KOREA: COOPERATION IN e-GOVERNMENT
On April 24, 2017 in Astana, the meeting was held between representatives from Kazakhstan and Korea on issues related to cooperation in e-Government. The Republic of Korea’s delegation led by Vice Minister of Public Administration and Internal Affairs Song Reol Kim was met by Kazakhstani delegation that was headed by Minister of Information and Communication, Republic of Kazakhstan Dauren Abayev.
At the meeting, the following issues were discussed: capabilities of developing and deepening the bilateral cooperation in the field of e-Government, of sharing experience in delivering the cloud services under the models IaaS, PaaS, SaaS to government agencies, of technological implementation of cloud solutions, including self-service portals and cloud services catalogues for government agencies.
The parties agreed to start negotiations on possibility of developing the joint projects as part of the “Digital Kazakhstan” Program under the public-private partnership model. To arrange a constructive dialogue on sharing experience and knowledge, to more clearly determine the two countries' needs and to enhance the relationships, multiple channels will be enabled, including “Korea – Central Asia” Cooperation Forum.
“The fourth technological revolution is in progress. We are planning to create a smart nation. As to Kazakhstan, we know of the coming digitalization of Kazakhstan, and the country is already a leader in Central Asia, moreover, among all CIS countries. As a matter of fact, although we are different countries, but we have common objectives and are working for the sake of our citizens”, Vice Minister of Public Administration and Internal Affairs Song Reol Kim said.
Alnur Yermagambetov, Chairman of the Board, National Information Technologies JSC, gave a detailed account on e-Gov development in Kazakhstan in his speech and noted that experience of the Republic of Korea leading in the field of e-Gov, will be useful for Kazakhstani party in terms of bilateral cooperation. It should be reminded that under the memorandum, Kazakhstani experts and executives will participate in the experience sharing program.
“Over 740 services are available through Kazakhstani e-Gov infrastructure. Currently, we are enlarging the list of services available for obtainment through one-time SMS password. To date, the delivery of “Certificate of no criminal record” is available. Data Centers under National Information Technologies JSC provide the following services: hosting, colocation, hardware technical maintenance, and also implementation and maintenance of e-Gov information systems and other government programs”, Alnur Yermagambetov added.
As part of the meeting, South Korean delegation was taken to a familiarization tour to Citizen Service Center and Integrated Call Center.
