Technical inspection rules have been changed
Now, diagnostic technical inspection certificates in relation to which violations and signs of a fictitious inspection have been detected will be canceled. In case of diagnostic technical inspection certificate cancellation, a vehicle owner will get an SMS from 1414 on the need to undergo a technical inspection once again.
A diagnostic technical inspection certificate cancellation is performed by the Operator for "Technical Inspection" Single Information System as well as by a working group when monitoring data incoming into the system. The changes arise from the amendments and additions made to the Rules for Arrangement and Execution of Mandatory Vehicle Inspection.
A diagnostic technical inspection certificate confirms undergoing of a technical inspection without which a vehicle is not allowed to be used on the territory of the country. The certificate is issued by the technical inspection centers (operators) in accordance with the rules for mandatory technical inspection.
"Each year we suspend the operation of Operators whose fictitious technical inspections have been revealed. In 2021, access to the system was suspended for 249 owners of centers, while in 2022 this figure was reduced by 168. When violating the rules for undergoing technical inspection, not only the owners of technical inspection centers are responsible, but also the vehicle owners. We do not recommend to undergo fictitious technical inspection, as not only a work permit is revoked from such an inspection station, but also all the technical inspection data issued by this organization is canceled", said Rostislav Konyashkin, Chairman of the Board, National Information Technologies JSC.
It should be noted that according to the rules for undergoing technical inspection, owners of new vehicles may not pass the technical inspection for 7 years, while all the others are obliged to check a vehicle in the technical inspection centers with the following frequency:
1) every 12 months: M1 categories, the age of which is more than 7 years, including the year of manufacture, not used in business activities in the field of motor transport, N1-3, O1-4, L1-7, as well as special and specialized vehicles, except for those designed and equipped for transportation of hazardous goods;
2) every 6 months: category M1, used in business activities in the field of road transport, M2, M3, N, equipped for transportation of people, as well as categories M1, N1-3, and O1-4, designed and equipped for transportation of hazardous goods.
Failure to undergo a technical inspection entails an administrative fine of 5 MCI (KZT 17,250 in 2023).
It should be mentioned that pursuant to the decree of the Government of the Republic of Kazakhstan, NITEC JSC was appointed as the Operator for "Mandatory Technical Inspection" Single Information System ("Technical Inspection" IS). Also, following the government decree, "Technical Inspection" IS was included into the list of critical information and communication infrastructure facilities.
