Certificates for citizens of Kazakhstan can be obtained by third parties
In 2018, service for obtaining e-abstracts by third parties was launched on eGov.kz portal. The service is provided free of charge. If a user is registered on the portal and citizens` mobile database, a message will be sent to his/her personal cabinet for a request confirmation (denial) as well as 2 SMS in the national and Russian language requesting to confirm/deny the obtainment of e-abstract by a third party. Only in case of confirmation via answering the message, a third party will obtain an e-abstract for a user in his/her personal cabinet.
Note that a third party can be represented by individuals as well as legal entities, while a user can only be an individual.
The service is launched in pilot mode under implementation of “Services without Abstracts” project and currently, third parties can obtain abstracts of residential address,statements of ownership (non-ownership) of real estate andabstracts of the registered title to real estate.In February, third parties will also be able to obtain certificates of no criminal record.
To date, third parties have obtained 145 abstracts of residential address, 22 statements of ownership (non-ownership) of real estate (to individuals) and 16 abstracts of the registered title/encumbrance to real estate and technical characteristics thereof.
It should be reminded that to register in citizens` mobile database, you should indicate your mobile phone number in “Phone Number” section of e-Gov personal cabinet and in doing so register yourself in mGov or attach your phone number to IIN by applying to CSC.
