New services for miners and entrepreneurs available on eliсense.kz portal
Two new services were automated on e-liсense.kz portal: provision of information about digital mining activities and notification on commencement/termination of waste collection, sorting and transportation.
Today, pursuant to the Order of MDDIAI RK as of October 13, 2020 No. 384/NK, an entrepreneur in the field of digital mining does not need a license to engage in this activity, it is only necessary to send an electronic application to start the activity using a new service on eliсense.kz portal and get permission online.
To provide information about digital mining activities on the portal, an applicant should fill-in the following:
- statement on capacity requirements in megawatts (MW);
- specify the number of planned workplaces;
- planned investments (KZT);
- IP address (dedicated pool of IP addresses);
- information about a location of data center for digital mining.
After processing of an application by a government agency, information is automatically entered into the Register of permits (upon approval) or automatically entered into the Register of refusals (upon substantiated refusal).
The service delivery result is a permit or substantiated refusal, which is sent within 15 days to a user's personal account on e-license.kz portal ("My permits" module).
Also, a service for notification on waste collection, sorting and transportation has become available on e-license.kz portal. On e-license.kz portal, a user:
- submits an application specifying a name of business entity in the field of waste management;
- information about a subject, location;
- name of activity or action.
The submitted notification is entered into the Register of subjects of notification procedure automatically.
The service delivery result is sent within 3-5 minutes to a user's personal account in the form of a coupon for receiving a Notification.
Previously, the service was available only on paper and users applied through an administrative office of a government agency.
It should be noted that login and authorization on the e-license.kz portal is carried out using a one-time password for individuals. Also, authorization using digital signature for legal entities and individuals remains unchanged.
To date, 435 services for individuals and legal entities are available on the e-license portal, of which 250 services for individuals can be obtained using the eGov mobile app.
The services were implemented thanks to the joint work of National Information Technologies JSC, State Services Committee of the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan and the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan.
