Legal guardians of children and incapacitated citizens can attach their wards to the outpatients' clinic via the eGov.kz portal

The expansion of the public service functionality allows legal guardians of children and incapacitated citizens over the age of eighteen to attach their wards to outpatients' clinics. An inclusive approach to the provision of digital public services has a positive impact on the protection of the social rights of various categories of citizens, including people with disabilities.

Previously, legal guardians of children with disabilities from childhood could haved attached children only by contacting the outpatients' clinics personally. The procedure required not only the personal presence of an applicant, but also the provision of a court decision or other document confirming guardianship or custodianship.

With the launch of the updated public service, guardians, carers, foster carers and other persons engaged in the care, education, upbringing and protection of the rights and interests of a child or a person recognized as incapacitated can attach wards in just a few clicks.

To get the service, the user needs to:

- log in to the eGov.kz portal and go to the «Healthcare» section, then select the «Registration at an outpatients' clinic» service;

- select an applicant's category from two options: «Legal representative (for incapacitated or partially incapacitated adults)» or «For a child (under 18 years of age, including those under guardianship and custodianship)»;

- select from the list the region and area of residence, an outpatients' clinic, the reason for registration (relocation or free attachment), the attending physician, and you can also edit the displayed address and contact phone number;

- fill-in the required fields and sign an application using DS/QRcode or via SMS confirmation.

Upon consideration of an application by a medical organization, you can familiarize yourself with the public service delivery result in a personal account.

The service can be used not only when you change your place of residence, but also if you wish to change the medical organization you are registered in, but no more than once a year and within the same administrative-territorial unit only.

Also, you can change a medical organization via the registration campaign until November 1 of this year. Based on the registration campaign results, a patient will be able to receive services from the beginning of the new year.
